The guide is comprehensive and clearly laid out. There are numerous references, explanations and definitions which assist comprehension of what is a complex subject. The guide aims to support a wide cross section of people to use land or buildings within communities to support and develop their own activities or goals in the context of that community.
Although the guide makes a good effort at clarifying the information, the language and expressions used may still be too formal for those who come to the text as citizens without any prior knowledge the topic.
