Summary/Overview:

This document has been written with officers and members in Local Authorities in mind. It is designed to help decision-making processes rather than to prescribe a specific course of action. The focus is around the development of a more systematic approach to participation within Local Authorities. It includes information on capacity building, the incorporation of participation into the existing decision-making structures, clear communication and methods of evaluation. 

The guidance is clearly laid out in terms of language and format, although some information is now outdated. There is emphasis on ensuring that participation becomes a mainstream feature of a Local Authority’s activities rather than an added extra. Useful boxes are provided to expand on key issues.
